Should Zip Codes Determine Destiny?

Michelle Bernard, an African-American believes that school choice is today’s civil rights issue. Ms. Bernard notes that school choice is not a Democrat or Republican issue; it is primarily a white movement from which the primary beneficiaries are the poor, Hispanic and African-American children. She notes that if parents actually had the choice to choose the best fit for their children, parents would get more involved and the achievement gap would narrow. She backs this up with New Orleans and hurricane Katrina, after which almost all schools in the city were charter schools and open enrollment was available for all. Since Katrina, New Orleans’ eighth graders went from 36% to 50% proficient in reading. (read more…)
