¬†Implement physician payment reforms that enhance payment for primary care services and encourage physicians to join together to form “accountable care organizations” to gain efficiencies and improve quality of care. Allow providers organized as accountable care organizations (ACOs) that meet quality-of-care targets and reduce costs relative to a spending benchmark to share in savings they generate for Medicare; allow HHS secretary to use payment systems currently in place in private sector.
